Yes, it's true! The 13 Reflections of Evil trading event in September is already sold out. This event takes place at Epcot on September 13-15, 2013. The Friday event is already sold out but other packages are available. From my understanding the Friday portion is sold out but you can still buy your ticket for pin trading and Vinylmation™ trading on Saturday and Sunday. Tickets are $65.
