The best place to purchase event pins at Epcot would be Pin Central next to the fountains or the Festival Center. This location will be found in Future World between Universe of Energy and Mission: SPACE pavilions.
Please note, event pins tend to sell out rather quickly. If you see a pin you want while you are enjoying the festivities at Epcot, I would purchase it because you might not find it again!
